Could you help me please. I'm wondering if the the Keighley Board of Guardians was a predecessor to the Keighley Town Council. I discovered recently that a relative by marriage way back in my family's past represented Bingley on the Board of Guardians, but I can find nothing about the organisation. Any information you can share with me will be greatly appreciated. Thanks much, Lionel de Maine

Board of Guardians should refer to the committee overseeing application of the Poor Law and responsible for the Workhouse. But in Keighley the term appeared to apply to the body responsible for the town, i.e. the for-runner of the Town Council. In 1824 Improvement Commissioners were established in particular to set up the town's gas works and supply. In 1855 they were replaced by a Board of Health to look after water supply, sewage, street lighting and paving etc. It is this latter that appeared to be called the Board of Guardians.
