Following my recent enquiry about the market hall the good folk at Keighley Local Studies Library have found a Keighley News obituary for the architect, B. A. Waddington (1919-1977);

Ex-borough architect dies
Mr Basil Andrew Waddington, a former Keighley Borough architect and designer of Haworth’s Heathcliffe Estate, West Lane, died suddenly on Boxing Day aged 58.
He came to Keighley in 1960 as senior architectural assistant but his post was redesignated the following year as deputy borough architect.
He was appointed borough architect in January 1964 and remained with Keighley for about six years until he accepted a similar post in Halifax.
For most of his time with Keighley he lived in Skipton Road, Silsden, but seven years ago moved to Cross Field Road, Oxenhope. He was educated at Bolton School and Burnley Grammar School and entered local government at Huddersfield, serving at Norwich, Eastbourne, Tunbridge Wells and Rawtenstall before joining Keighley.
He was married with three children and four grandchildren.
Mr Waddington was presented with a medal and diploma by the Minister of Housing and Local Government in 1968 for his design of Heathcliffe Estate, West Lane, Haworth.
